Abstract The COVID-19 pandemic has confronted health systems with extraordinary changes in demand for services, which magnified underlying disparities the workforce. Initial workforce capacities were critical, as only have two options to increase level: increasing capacity among existing or mobilising/recruiting additional personnel. Workforce became a limiting factor an effective response, particularly countries acute shortages. Countries Europe pursued various strategies rapidly surge numbers of workers and using their human resources differently, including by introducing expanding on alternative flexible approaches such task shifting other skill-mix changes. pressure provide services across continuum care, from prevention vaccination specialist inpatient led several re-evaluate distribution tasks In best cases, multidisciplinary team-based staffing models combined skills multiple professionals, enabling provision right care at time.
